Local activist Julian Raven filed a lawsuit claiming the festival's scheduled drag show violates city zoning laws in public parks. A formal court hearing is set for Tuesday morning. Elmira Mayor Dan Mandell called the lawsuit "ludicrous," noting the city has hosted the festival for four years without a single complaint.Meanwhile, state utility relief is on the way.
